Based on the Decree of the President of the
Republic of Azerbaijan dated September 16, 2005,
the Azerbaijan Mortgage Fund was established
under the Central Bank of Azerbaijan

Based on the Decree of the President of the Republic of Azerbaijan dated October 27, 2015, the "Azerbaijan Mortgage Fund" OJSC was established, and based on the Decree dated December 25, 2017, the "Mortgage and Credit Guarantee Fund of the Republic of Azerbaijan" was created

The responsibilities of the Fund based on its Charter

  • It provides mortgage loans, including preferential mortgage lending.
  • It provides collateral for mortgage loans, including loans in AZN obtained by entrepreneurs from authorized banks.
  • It purchases residential properties and rents them to citizens with the obligation to buy and sell.
  • It establishes and ensures the operation of the "Electronic Mortgage and Credit Guarantee" system.
  • It monitors the underwriting of loans and the appropriate use of funds, and conducts monitoring at business entities to verify the implementation of the bank's credit rating model.
  • The Fund issues bonds, ensures liquidity in mortgage lending, and, in addition, attracts investments to support its development and increase its reliability.
  • It provides consulting, informational services, and other services related to mortgage lending, as well as conducts training programs for banks, insurers, and appraisers involved in the provision of mortgage loans.
  • It provides consulting services to entrepreneurs in the areas of debt management, risk assessment, and risk management.

Governing Bodies of the Fund

Supervisory Board

The Supervisory Board consists of 5 members, who are appointed by the President of the Republic of Azerbaijan. The Board exercises overall leadership and oversight of the Fund.

Executive Board

The Fund's current management is carried out by the Executive Board, which consists of 3 members: the Chairman and two Vice-Chairs. Appointments are made by the President of the Republic of Azerbaijan.

Appeals Board

The Appeals Board of the Mortgage and Credit Guarantee Fund of the Republic of Azerbaijan is a collegial body that examines complaints from individuals and legal entities engaged in business activities regarding the Fund's decisions, actions, or inactions related to their business activities (excluding the cases specified in clause 1.8 of the Regulations of the Appeals Board). It operates on a public (non-paid) basis.

The Appeals Board, in its activities, is guided by the Constitution of the Republic of Azerbaijan, the Law of the Republic of Azerbaijan on "Administrative Procedure," other laws of the Republic of Azerbaijan, acts of the President of the Republic of Azerbaijan, these Regulations, and other normative legal acts.

In performing its duties and exercising its rights, the Appeals Board interacts and cooperates with executive authorities, local self-government bodies, as well as legal and natural persons.

The Appeals Board organizes its activities based on the principles of legality, transparency, collegiality, and impartiality.
